Creates five new "dangerous driving" crimes in the penal law (sections 120.71-120.75) targeting repeat traffic offenders who cause injury or death while driving

Fifth degree (Class A misdemeanor): Applies when a driver with two prior traffic violations within 18 months (including unlicensed driving, DWI, speeding) commits another violation and causes physical injury

Fourth degree (Class E felony): Applies when a driver knowingly operating with three or more license suspensions on separate dates causes physical injury

Third degree (Class D felony): Applies when a driver has ten or more suspensions and causes physical injury, or has two prior violations and causes serious physical injury, or has three suspensions and causes serious physical injury

Second degree (Class C felony) and First degree (Class B felony): Apply to the most severe cases involving serious physical injury with ten or more suspensions, or death caused by repeat offenders with multiple violations or suspensions

Takes effect on the first of November following enactment
