Creates a new class D felony for criminal street gang recruitment on school grounds, covering coercing, soliciting, recruiting, or inducing another person to join or remain in a criminal street gang

Defines "criminal street gang" as an ongoing organization of three or more persons with an identifiable name, sign, or symbol that engages in criminal activity as a primary purpose

Establishes criteria for identifying criminal street gang members, including self-admission, identification by informants or law enforcement, association with known gang members, gang-related tattoos or dress, or identification by family members

Defines "school grounds" broadly to include all property within school boundaries plus any public areas within 1,000 feet of a school, including sidewalks, streets, parking lots, parks, and parked vehicles

Takes effect 60 days after becoming law
