Expands the circumstances under which a judge may order humane euthanasia or permanent confinement of a dangerous dog to include cases where the dog killed a companion animal, farm animal, or domestic animal while trespassing on another person's property

Currently, euthanasia or permanent confinement requires either an attack causing serious injury/death to a person, or a pattern of two dangerous dog findings within two years involving animal deaths

The new provision allows a single fatal attack on another animal to qualify for euthanasia/confinement if the attacking dog was trespassing at the time

Makes minor language updates replacing "his or her" with "such owner's" regarding waiver of appeal rights

Takes effect 90 days after becoming law, with immediate authorization for agencies to develop implementing regulations
