Authorizes the Commissioner of Social Services, in consultation with the Commissioner of the Office of Children and Family Services, to establish rules and regulations for remote training methods for child welfare personnel certification

Requires remote training methods to verify that all participants are in attendance for the full duration of the training and can ask questions of the instructor

Allows both prospective and current agency personnel to complete required certification training through approved remote methods

Applies to personnel involved in preventive services, foster care services, and adoption services training programs

Takes effect 90 days after becoming law, with immediate authorization for agencies to develop necessary rules and regulations before the effective date
