Prohibits airport operators and aviation retail establishments from selling, distributing, or making available leaded aviation gasoline to consumers in New York starting January 1, 2031

Defines "aviation retail establishment" as any public or private entity that sells or offers aviation gasoline to customers, including businesses and government entities

Exempts airport operators from the prohibition if compliance would conflict with federal grant assurances that were in effect on or before December 31, 2024, until those grant assurances expire

Adds a new Title 13 to Article 19 of the Environmental Conservation Law to establish these regulations

Includes a severability clause ensuring the remainder of the law remains in effect if any provision is found invalid by a court
