Allows active federal law enforcement officers who qualify under the federal Law Enforcement Officers Safety Act (18 U.S.C. 926c) to carry firearms in New York's restricted locations

Permits retired federal law enforcement officers who obtain a pistol or revolver license through their local licensing authority to possess firearms in both restricted and sensitive locations

Adds a new definition of "federal law enforcement officer" to the penal law, covering any U.S. officer, agent, or employee authorized to prevent, detect, investigate, or prosecute federal law violations and carry a gun in that duty

Amends sections 265.01-e (sensitive locations) and 265.01-d (restricted locations) of the penal law to add these exemptions to existing firearm restrictions
