Authorizes animal shelters, humane societies, SPCA organizations, and other 501(c)(3) animal rescue organizations registered with the state department to implant microchips in dogs and cats in their possession

Prohibits microchipping animals that already have an existing microchip

Requires organizations to make best efforts to update microchip contact information, including identifying the organization last possessing the animal, the adopter's information, and current owner information for lost and found animals

Takes effect immediately upon passage
