Requires the New York State Energy Research and Development Authority (NYSERDA) to prepare a report with recommendations on establishing microgrids to protect critical facilities, in consultation with the Department of Public Service and Division of Homeland Security and Emergency Services

Defines microgrids as interconnected loads and distributed energy resources within defined electrical boundaries that can operate connected to or independently from the main grid

Recommendations must address whether microgrids should be established at hospitals, police and fire stations, emergency shelters, schools, water filtration plants, sewage treatment plants, and other critical facilities

Report must identify priority geographic areas based on prior severe storm damage and consideration of disadvantaged communities as defined in state environmental law

Final report must be submitted to the governor, senate president, and assembly speaker within one year of the act taking effect
