Authorizes the village of Croton-on-Hudson in Westchester County to lease sports field fences at four locations: Dobbs Park, Duck Pond Park, Firefighters Memorial Field, and David J. Manes Memorial Field

Permits annual leases at nominal rent to not-for-profit corporations organized under New York state law for the purpose of selling advertising space on the fences

Requires all advertising revenues generated from the fence leases to be used solely for the care and maintenance of the four designated parks and fields

Overrides any conflicting provisions in general, special, or local laws or village charters to enable these lease arrangements
