Authorizes Suffolk County to discontinue and alienate approximately 0.232 acres of parkland in Smithtown to Russel and Deana Galindo for residential improvements

Requires the Galindos to convey approximately 0.237 acres of land to Suffolk County as replacement parkland before the original parkland can be alienated

Mandates that if the replacement parkland's fair market value is less than the alienated parkland, Suffolk County must dedicate the difference toward acquiring additional parklands or making capital improvements to existing park facilities

Requires compliance with any federal requirements regarding parkland conversion if federal funding was used for the original parkland, including satisfying the Secretary of the Interior that replacement lands are equivalent in value and usefulness
