Amends the Public Health Law to add elevated venous blood lead levels (at or above 5 mcg/dl) to the list of diagnosed conditions that qualify as a "disability" for early intervention services

Places lead exposure alongside existing qualifying conditions such as Down syndrome, chromosomal abnormalities, sensory impairments, inborn errors of metabolism, and fetal alcohol syndrome

Makes infants with elevated blood lead levels automatically eligible for state early intervention services without requiring proof of developmental delay

Takes effect immediately upon passage
