Establishes the "Alexander John Smullen Traffic Safety Memorial Law" creating a memorial sign program for victims of fatal vehicle collisions on state highways

Memorial signs must include a safety message (such as "Please Don't Drink and Drive," "Please Don't Text and Drive," or "Please Watch for Pedestrians"), the phrase "In Memory Of" with the victim's name, and the date of the fatal collision

Applicants must submit an application and pay a fee to the appropriate highway agency; signs remain posted for two years and may be released to the applicant afterward

Applies to state highways (administered by the Department of Transportation), as well as municipal, county, and town roads through amendments to the Vehicle and Traffic Law

Signs damaged due to government negligence must be replaced at no cost; otherwise, replacement requires a new written request and fee payment within the two-year posting period
