Establishes the Center for Dyslexia and Dysgraphia within the New York State Department of Education, led by an executive director appointed by the commissioner

Requires the center to establish official definitions of dyslexia and dysgraphia in consultation with advocacy groups, physicians, scientists, and specialized educators

Mandates development of standards for universal screening of all students in grades K-5 and new entrants for reading and writing difficulties, plus screening for at-risk students

Requires creation of a comprehensive guidebook within two years for educators and administrators, covering screening policies, interventions based on structured literacy, IEP development, and parent communication protocols, with updates every five years

Directs the center to issue public progress reports on statewide implementation of dyslexia and dysgraphia policies within two years and biennially thereafter
