Authorizes boards of elections to accept absentee ballot applications via fax, email attachment, or through a new online electronic filing system to be established by the state board of elections

Requires each county board of elections to advertise their designated fax number and email address on their website and provide a link to the state's online filing system

Electronically submitted applications are considered original documents with no requirement for a follow-up paper submission

Applications received electronically after business hours are deemed filed as of the next day the board is open

Eliminates the requirement for military voters and special federal voters to submit conforming paper copies of ballot applications after sending them electronically
