Renames the Staten Island Expressway (Route 278 from Goethals Bridge to Verrazano-Narrows Bridge) and Route 440 (from Outerbridge Crossing to West Shore Expressway) as the "POW-MIA Memorial Highway"

Amends multiple sections of the New York Highway Law to replace all references to "Staten Island Expressway" with the new memorial name

Updates the Administrative Code of New York City to reflect the name change in the Fox Hills area boundary description

Requires the Commissioner of Transportation to install and maintain adequate signage for the renamed highway

Takes effect immediately upon passage
