Establishes a nine-member Climate Action Cost Council with appointments by the governor (1), senate temporary president (2), assembly speaker (2), senate minority leader (2), and assembly minority leader (2), requiring expertise in energy, environmental conservation, labor, public health, and regulated industries

Requires two-thirds council approval before any regulatory measure related to statewide greenhouse gas emissions limits can take effect, with agencies providing at least 60 days notice before final rule adoption

Council must consider costs to ratepayers and businesses, electrical grid reliability and safety impacts, and greenhouse gas emission reductions when evaluating regulatory measures

Limits the Department of Environmental Conservation to promulgating no more than five rules and regulations annually to ensure compliance with statewide emissions reduction limits

Mandates annual reports starting January 1, 2026 on council actions, total costs to ratepayers and businesses, and emission reductions, plus requires four annual public meetings across the state (New York City, Long Island, Albany County, and Erie County)
