Elevates petit larceny to grand larceny in the fourth degree when a person has been previously convicted of petit larceny two times within any three-month period or three times within any twelve-month period

Amends Section 155.30 of the penal law by adding a new subdivision 13 to expand the criteria for fourth-degree grand larceny

Creates a felony enhancement for repeat retail theft offenders based on conviction history rather than the value of stolen goods

Takes effect immediately upon passage
