Mandates rescue lane creation specifically when traffic is slow-moving, stopped, or in gridlock conditions

Maintains existing requirement for single-lane roadways where drivers must still pull to the right edge as far as possible

Retains provision that emergency vehicle drivers must still operate with reasonable care for all highway users
