Authorizes the city of Schenectady to establish a demonstration program using photo speed violation monitoring systems in up to 20 school speed zones at any one time to impose monetary liability on vehicle owners for speeding violations

Applies to vehicles traveling more than 10 miles per hour over the posted speed limit during school hours, one hour before and after school, and during student activities (plus 30 minutes before and after)

Sets maximum penalties at $50 per violation, with an additional $25 penalty for failure to respond to a notice of liability within the prescribed time period

Requires annual calibration checks by independent laboratories, daily operator set-up logs, and warning signs notifying drivers of speed camera use in compliance with MUTCD standards

Mandates annual reporting to the governor and legislature on crash data, violations recorded, revenue generated, and program expenses; the program expires December 31, 2030
