Prohibits knowingly importing, possessing with intent to sell, or selling any kangaroo skin or body parts for commercial purposes in New York

Covers four kangaroo species: red kangaroo, eastern grey kangaroo, western grey kangaroo, and common wallaroo

Establishes civil penalties of up to $1,000 for first offense and $5,000 for subsequent violations

Applies to individuals, corporations, partnerships, trusts, and other legal entities, including those who direct others to violate the law

Takes effect 120 days after becoming law and does not affect lawful disposition of deceased kangaroos or preempt other animal welfare laws
