Requires the state comptroller to pay 50% of returned unpaid school taxes to school districts, with county treasurers paying the other 50% (currently counties pay 100%)

County treasurers must repay the state's 50% contribution in 11 equal monthly installments, completing full repayment by March 1 of the following year

Applies to unpaid school taxes that are returned to counties, excluding taxes paid under certain existing provisions

Takes effect immediately upon enactment
