Increases the base civil penalty for public health law violations from $2,000 to $3,000 per violation

Establishes a higher $5,000 penalty cap for violations committed by nursing home operators, general hospitals under Article 28, or residential care programs for adults

Raises penalties for repeat violations (same violation within 12 months that threatens health/safety) from $5,000 to $10,000

Doubles the maximum penalty for violations directly causing serious physical harm to patients from $10,000 to $20,000

Authorizes the commissioner to transfer penalty amounts collected from nursing homes exceeding $10,000 per violation to the nursing home quality improvement demonstration program to support quality of care projects
