Creates a district long-term care ombudsperson council program in each of New York's 150 assembly districts to coordinate volunteers who advocate for residents of long-term care facilities

Each district council consists of a chair ($200 annual stipend), co-chair ($150 stipend), secretary ($150 stipend), and at least eight district advocates ($150 stipend each), all appointed by the state ombudsperson

Allocates $810,000 annually to each district for administering the council program

Requires district council members to complete initial training and at least two professional development trainings annually, with training available in both in-person and online formats

Mandates each district council submit an annual report to the attorney general by March 31st detailing activities, complaints, recommendations, and for new nursing homes with prior closure or citation history, provide recommendations on whether they should be approved to open
