Establishes a 5-year moratorium on land application of biosolids from wastewater treatment plants, including compost or fertilizer products containing biosolids, for agricultural purposes, parks, golf courses, and other land applications

Requires the Department of Environmental Conservation to create a PFAS testing and reporting program within one year, mandating quarterly testing of soil, drinking water wells (within 0.5 miles), and surface water (within 1 mile) of lands where biosolids were applied

Creates the PFAS Agricultural Response Program and Agricultural PFAS Response Fund to assist farmers affected by PFAS contamination, providing grants for income replacement, lost crop reimbursement, alternative cropping systems, remediation strategies, and equipment for transitioning operations

Establishes a 13-member New York State Biosolids Task Force to evaluate risks and benefits of various biosolids disposal methods, review PFAS contamination standards, and investigate disposal approaches that protect human and ecosystem health

Requires wastewater treatment facilities to test biosolids for PFAS quarterly for five years and mandates creation of a publicly accessible database of all soil, biosolid, and water testing results within six months
