Requires original equipment manufacturers of agricultural equipment sold in New York to provide documentation, parts, and tools for diagnosis, maintenance, and repair to independent repair providers and equipment owners on fair and reasonable terms

Prohibits manufacturers from using "parts pairing" or other software mechanisms to prevent installation of replacement parts, reduce functionality of repaired equipment, create misleading alerts, charge additional fees for future repairs, or limit who can purchase repair materials

Defines "fair and reasonable terms" to include providing documentation at no charge (except printing costs), tools without requiring internet access or authorization, and parts without unreasonable restrictions or minimum purchase requirements

Grants the Attorney General enforcement authority to pursue violations as unfair competition or deceptive trade practices under General Business Law section 349

Excludes motor vehicles designed for street/highway use and industrial, construction, mining, or road-building equipment from the law's requirements
