Changes existing law from permissive ("may") to mandatory ("shall") for school districts, public libraries, BOCES, charter schools, and non-public elementary and secondary schools to provide and maintain opioid antagonists on-site in each instructional facility or library

Requires naloxone nasal sprays to be located with or adjacent to every automated external defibrillator (AED) maintained by covered schools and institutions

Mandates that any person, firm, or organization possessing an AED under a collaborative agreement with an emergency health care provider must stock opioid antagonists and store them with or adjacent to AED cabinets

Expands the definition of "entity" eligible to participate as an opioid antagonist recipient to include public access defibrillation providers

Takes effect on July 1st following enactment, with immediate authorization for agencies to develop necessary rules and regulations for implementation
