Expands rental assistance eligibility to all New York City charter schools that request co-location in public school buildings, removing the previous restriction that limited assistance to schools commencing instruction or expanding grade levels after the 2014-2015 school year

Requires the city school district to pay charter schools rental assistance equal to the lesser of: actual rental cost of a private site, or 30% of the charter school's basic tuition multiplied by current year enrollment

Establishes a phase-in schedule for charter schools operating before the 2015-2016 school year to receive rental assistance: 20% in 2025-26, 40% in 2026-27, 60% in 2027-28, 80% in 2028-29, and 100% in 2029-30 and thereafter

Maintains existing appeal processes for charter schools disputing co-location decisions, including binding arbitration, expedited appeal to the commissioner, or Article 78 special proceedings
