Requires NYC Department of Corrections and Correctional Health Services to develop a joint safety policy protecting health care workers from assault and violence while providing services to incarcerated individuals

Mandates yearly training for all uniformed corrections staff and special officers on minimum standards for securing incarcerated individuals in the presence of health care workers

Establishes protocols requiring staff to inform health care workers when an incarcerated individual with a history of violent or aggressive behavior is admitted to a hospital or medical facility

Requires joint reports every six months on policy compliance, plus annual reports to the legislature that must include analysis of whether enhanced penalties for assaulting health care workers should be considered as a deterrent

Creates a private right of action allowing health care workers injured due to failure to enforce safety standards to sue the Department of Corrections and/or Health and Hospitals Corporation for damages
