Prohibits offering rides to the public on vehicles drawn or pulled by carriage horses in New York City

Removes all references to horse drawn cabs, carriage horses, and horse drawn cab drivers from the NYC Administrative Code, including licensing requirements and operational regulations

Reduces the notification period for transfer of ownership or disposition of a licensed horse from 10 days to 5 days

Establishes specific requirements for humane disposal of horses, requiring sale or donation only to private individuals or incorporated animal sanctuaries/protection organizations who sign assurances that the horse will be kept as a companion animal and not used as a work horse

Takes effect 180 days after becoming law
