New York would join the Appalachian States Radioactive Waste Compact with Pennsylvania, West Virginia, Delaware, and Maryland to cooperatively manage and dispose of low-level radioactive waste within the region

Creates the Appalachian States Low-Level Radioactive Waste Commission with two voting members from each party state, plus additional members from host states, headquartered in Pennsylvania

Designates Pennsylvania and any state generating 25% or more of Pennsylvania's waste volume or curie content as "host states" required to develop and operate regional disposal facilities with at least 30-year useful life

Prohibits shallow land burial disposal methods and requires alternative treatment, storage, and disposal approaches for low-level radioactive waste

Establishes liability sharing among party states proportional to their share of waste disposed at regional facilities, with provisions for fines and penalties against violators including potential suspension from facility access
