Waives fishing, hunting, and trapping license fees for New York State residents who are certified first responders disabled as a result of a certified World Trade Center medical condition

Adds first responders with WTC-related disabilities to existing categories already eligible for free licenses, including members of the Shinnecock and Poospatuck tribes, Six Nations members on reservations, active military personnel, and blind residents

Updates gendered language in the law from "his or her" to "their" when defining legal blindness criteria

Takes effect immediately upon passage
