Restricts the private right of action for wrongful disclosure of a sex offense victim's identity to only the victim themselves, removing the broader "any person injured by such disclosure" language

Adds a new requirement that the victim's identity must not have been "otherwise publicly disclosed" before a lawsuit can be brought

Maintains existing confidentiality protections requiring that no public officer or employee disclose documents identifying sex offense victims

Applies to victims of offenses under Penal Law Article 130 (sex offenses), incest (sections 255.25-255.27), and offenses involving alleged HIV transmission

Takes effect immediately upon passage
