Mandates life imprisonment without parole for convictions of aggravated rape, aggravated criminal sexual act, and course of sexual conduct against a child in the first degree

Creates new crime of "aggravated rape" (Class A-I felony) covering sexual intercourse with victims under 15 by offenders 18+, victims who are mentally disabled/incapacitated, or victims under 13

Upgrades course of sexual conduct against a child in the first degree from a Class B felony to a Class A-I felony

Provides an affirmative defense to aggravated rape when the defendant was less than four years older than the victim at the time of the offense

Repeals existing sections 130.30 (Rape in the second degree) and 130.96 of the penal law, and removes child victim provisions from rape in the first degree statute

Takes effect November 1st following enactment, applying only to offenses committed on or after that date
