Creates a new class E felony offense called "dissemination of false missing child information" under Penal Law section 240.49

Criminalizes knowingly reporting, conveying, circulating, or disseminating false information that a child is missing when the person knows the information is false or baseless

Requires that public funds were expended to investigate and/or locate the purported missing child as a result of the false report for the offense to apply

References the definition of "missing child" as established in Executive Law section 837-e, subdivision one

Takes effect on the first of November following enactment into law
