Creates a pilot program administered by the Department of Economic Development to fund electric school bus infrastructure, with grants awarded through regional economic development councils to two school districts per economic development region annually on a competitive basis

Grant funds may cover planning and construction of clean energy micro-grids for electric bus charging, including engineering, land use studies, and other related expenses

Appropriates $20 million from the state general fund to the Department of Economic Development for the program

Requires the New York Energy Research and Development Authority (NYSERDA) to contribute an additional $20 million from ratepayer-funded clean energy programs

Takes effect April 1, 2025 and expires April 1, 2030, with rules and regulations to be promulgated by June 15, 2025
