Creates a "Substance Use Disorder Treatment Bill of Rights" that must be posted conspicuously throughout all substance use disorder treatment facilities, programs, and services in New York

Guarantees patients the right to participate in developing individualized treatment plans, request treatment plan reviews by another clinician, and receive explanations of services and proposed treatments including possible adverse effects

Establishes patient rights to privacy in treatment, confidentiality of medical records, access to treatment records, and security in storing personal possessions

Protects patients' right to object to or terminate treatment (unless court-ordered), and ensures treatment free from abuse, discrimination, mistreatment, and exploitation

Requires facilities to provide a copy of the bill of rights to each patient at or before admission and to all staff members; takes effect 180 days after becoming law
