Grants CCRC residents the right to establish and operate their own residents' association with authority to appoint 1-2 members to the CCRC's corporate governing board with full voting rights

Mandates at least one month advance notice to residents before implementing fee changes and semiannual updates on significant management issues affecting residents' well-being or financial investment

Requires CCRCs to provide prospective residents with plain-English lists of guaranteed versus non-guaranteed services and allow facility tours before signing contracts

Directs the Commissioner of Health to designate a county ombudsperson for each county with a CCRC to monitor compliance with the bill of rights, with all contact records to be made publicly available
