Allows parents to request a local library card for their child by checking a box on the kindergarten registration form, with the card issued by the respective local library

Shifts the annual distribution of library informational materials and card applications from kindergarten entry to grade one entry (along with existing distribution at grades six and nine)

Requires school districts to make library materials available to "parents or persons in parental relation to a student" (expanded from just "parents")

Maintains existing requirements for public libraries to coordinate with school districts and provide sufficient materials for distribution

Takes effect 120 days after becoming law; does not apply to cities of one million or more with existing local laws on library material distribution in schools
