Two voting members appointed by the NYC Public Advocate must have extensive experience in educating, training, or employing individuals with disabilities, serving two-year terms

One non-voting member must be a District 75 high school senior, appointed by the chancellor's designated special education administrator, serving a one-year term

Council powers include advising on District 75 educational policies, issuing annual reports on service effectiveness with improvement recommendations, and holding at least one public meeting per month
