Requires each borough president in New York City to establish a precinct commander appointment board in every police precinct to evaluate and select precinct commanders, overriding standard civil service appointment procedures

Each board consists of 8 members: the community board chair, community council president, three police captains (from other precincts) appointed by the commissioner, one borough president appointee, and two city council appointees; a ninth member from the Housing Authority Tenant Association is added in NYCHA areas

Candidates must have held the minimum rank of sergeant for at least one year prior to the selection process, and the board may consider candidates beyond those proposed by the police commissioner

Board must select a new precinct commander by majority vote within 30 days of being notified of a vacancy, with meetings allowed via video teleconference or conference call

Board members receive no additional compensation or expense reimbursement and are not disqualified from holding other public office due to their board membership
