Requires all peace officers in New York to complete a minimum of 32 credit hours of training bi-annually, covering de-escalation techniques, implicit biases, and mental health

Training curriculum to be prescribed by the Municipal Police Training Council and may be delivered through electronic media, video, distance learning, or traditional classroom formats

Allows excess training hours beyond 32 in any year to carry over into succeeding years to meet requirements

Prohibits employers from allowing peace officers to carry or use weapons during official duties unless they have completed the required training hours

Peace officers who fail to complete mandatory training lose the authority to exercise powers granted under Section 2.20 of the Criminal Procedure Law
