Directs the Commissioner of Developmental Disabilities to establish a tiered eligibility program for OPWDD services for individuals with learning disabilities (dyslexia, dyscalculia, dyspraxia, etc.) and complex neurological impairments (including autism spectrum disorders like Asperger's Syndrome)

Tier One provides intensive service navigation for up to 6 months, connecting individuals to mental health services, vocational services, educational planning, support groups, and basic needs coordination during crisis situations

Tier Two offers an additional 6 months of intensified support, including adaptive behavior assessments and preparation for full OPWDD eligibility determination if ongoing services are needed

Service providers can implement the tiered program when an individual presents with an apparent learning disability or neurological impairment and requires immediate assistance to protect health and safety

Takes effect 180 days after becoming law, with the commissioner required to develop reimbursement methodology in consultation with service providers and statewide disability associations
