Establishes a New York State public housing painters apprenticeship program administered by the Department of Labor in coordination with municipal housing authorities

Limits program eligibility to residents of municipal housing authorities, with criminal history not disqualifying applicants from participation

Requires training in workplace safety skills including tool use and maintenance, lead and asbestos abatement, scaffold and ladder safety, first aid, and personal protective equipment

Mandates trade skills training covering blueprint reading, paint mixing, color matching, surface preparation, wallpaper application, wood finishing, spray painting, and interior/exterior workspace preparation

Includes instruction in professional workplace skills such as cost and materials estimating, communication, scheduling, and record keeping

Takes effect 90 days after becoming law, with the commissioner authorized to promulgate necessary rules and regulations
