Creates two new felony offenses for recklessly endangering emergency service personnel through illegal building modifications that impede egress during fires or emergencies

Defines "emergency service person" to include firefighters, police officers, peace officers, emergency services professionals, code enforcement officers, fire inspection personnel, and building inspectors

Reckless endangerment in the second degree (class E felony) applies when someone knowingly makes unpermitted building alterations that violate fire prevention/building codes and an emergency service person is injured during an emergency

Reckless endangerment in the first degree (class D felony) applies when the illegal modifications result in the death of an emergency service person, or if the person has a prior conviction for either offense within the last 10 years

Takes effect on the first of November following enactment
