Mandates creation and distribution of informational materials such as brochures and pamphlets to educate the general public on communicating with deaf and hard of hearing individuals during emergencies

Establishes a feedback system allowing deaf and hard of hearing individuals to report their experiences with first responders and suggest improvements to the training program

Requires regular reviews and evaluations of the training program's effectiveness, along with a system for tracking and documenting incidents involving deaf and hard of hearing individuals

Creates a protocol for dispatch centers to identify and relay a deaf or hard of hearing individual's communication preferences to responding first responders
