Eliminates the provision allowing voter registration applications to be accepted based on USPS postmark dates up to 15 days before an election, replacing it with a hard deadline requiring applications to be received by the board of elections no later than 10 days before the election

Removes the option for voters to deliver registration applications in person up to 10 days before an election as a separate registration method

Expands registration options for recently discharged veterans (including those with qualifying conditions or LGBT veterans with non-dishonorable discharges) and newly naturalized citizens, allowing them to use any available registration method rather than requiring in-person registration at the county board of elections

Extends late registration eligibility for qualifying veterans and naturalized citizens to all elections (primary, general, or special), not just general elections, provided registration occurs at least 10 days before the election
