Requires villages that hold elections on the same day as the November general election to conduct those elections only in even-numbered years

Amends provisions for villages with four-year terms for trustees or mayor to specify that general village elections held on the day of the general election must occur in even-numbered years

Prohibits special village elections during the months of March, October, and November (previously only March was restricted)

Prohibits village reincorporation propositions from being submitted at special elections during February, March, October, or November

Allows current village officials to complete their full terms, but if this results in an election in an odd-numbered year after the law takes effect, the newly elected official's term will expire as if elected at the previous even-year general election
