Requires the Commissioner of Health to establish a quality incentive program for managed care providers, distributing funds based on performance in meeting pre-set quality objectives

Mandates funding for the managed care quality incentive program at a minimum of 1% of total annual premiums paid to providers, or $300 million, whichever is greater

Creates a separate quality incentive program for managed long term care plans, funded at a minimum of 1% of total annual premiums paid to those plans

Requires the commissioner to develop a methodology that awards the greatest funding to providers receiving the highest quality scores

Mandates consultation with managed care provider representatives and other key stakeholders when establishing quality measurement and fund distribution methods
