Directs the Commissioner of Environmental Conservation to conduct a comprehensive study on food waste initiatives throughout New York State

Study must examine food waste initiatives from non-governmental organizations, state agencies, other states, and other nations

Requires review of any laws, rules, or regulations proposed or implemented in any municipality related to food waste

State agencies must provide information to the commissioner upon request to assist with the study

Commissioner must submit a report with findings and recommendations for reducing food waste to the governor and legislature within 18 months of the act taking effect
