Directs the Commissioner of Education to study children who serve as caregivers for sick, disabled, or elderly relatives, or who provide daily care for minor children

Study must determine the number of caregiver children in New York State and the amount of time they spend providing care

Research must examine how caregiving responsibilities impact children's education and the circumstances that lead children to become caregivers

Commissioner must provide recommendations on reducing negative educational impacts on caregiver children

Report with findings, conclusions, recommendations, and any necessary legislative proposals due to the Governor and legislative leaders within one year of the act taking effect
